The quick answer is no, it does not. The longer, and perhaps more important answer is that the CRTC will share information with countries whose spam laws are markedly similar to the Canadian ones, and as such, you could receive fines if you violate that country's laws. You should be aware of the anti-spam laws of the country you are sending to.
