Can opt-in emails be left general to encompass all sending?

They could be,  though where possible it is safer by far to be more specific. This is one of those situations where one might want to err on the side of caution at least until a few cases have come to light, and the courts have offered more on the topic. To be safe, always tell the customer exactly what is going into your emails.
